how do u steal a skell from a boss im a lvl 14 w/mo and i have no idead what item i need to do this or how u go about getting this plz any help will be appreciated

Talk to Kiera at the Henge of Denravi. Buy Signet of Capture from her.

When you see a boss use the skill you want... Use Signet of Capture.

Just wondering, can you use the signet in pvp?

The signet can only be used on "boss" mobs.

Signets can be obtained in Lion's Arch. Well before the Henge!
You are first sent to do a quest to collect rock samples. Then you get given a Signet to do a steal-skill quest.
After you have completed that quest, by stealing a skill. You can buy more signets from that NPC.
